James R Conde


Jimmy Conde is counsel at Boyden Gray PLLC, specializing in energy, environmental, and administrative law, with particular expertise in the Clean Air Act. He has protected clients against agency overreach in numerous cutting-edge and complex legal proceedings, including challenges to EPA’s Clean Power Plan, the FCC’s Net Neutrality rule, and the constitutionality of the Consumer Financial Protection Bureau.

Leslie Hughes previously worked for nearly a decade as a legal secretary for the late Ambassador C. Boyden Gray. She now provides administrative support for Boyden Gray PLLC.

Trent McCotter


Having served as Deputy Associate Attorney General of the United States and as an Assistant U.S. Attorney, Mr. McCotter has deep experience at every level of federal litigation and with every major federal agency.

Taylor Myers, Ph.D.

Research Fellow

A former researcher and instructor with the University of Maryland, Dr. Myers specializes in fuel and energy law and policy. He is the author or co-auther of more than ten scientific publications and proceedings and is the inventor of two issued patents.

Caleb Orr

Research Fellow

Mr. Orr is an experienced policy advisor, specializing in financial matters such as the effect of environmental, social, and governance (ESG) requirements on businesses and the regulation of investment in small entities.

Laura Ruppalt


Laura Ruppalt is an associate at Boyden Gray PLLC, where her practice focuses on administrative and environmental law. She previously clerked for Associate Justice Samuel A. Alito, Jr. of the Supreme Court of the United States and for Judge Thomas Hardiman of the U.S. Court of Appeals for the Third Circuit.
