Boyden Gray spoke at the Free State Foundation’s Ninth Annual Telecom Policy Conference last month at the National Press Club. He addressed judicial deference to agency interpretations, the major questions doctrine, the “Net Neutrality” case decided by the D.C. Circuit, and the dissents from the denial of rehearing en banc in that case from Judges Janice Rogers Brown and Brett Kavanaugh. Ambassador Gray’s fellow panelist was Howard Shelanski, the former Administrator of the Office of Information and Regulatory Affairs.
